Djibouti: Asylsökande ska skickas till Etiopien

Sedan i november 2015 har protester pågått i regionen Oromia i Etiopien och den 7–8 augusti rapporteras många ha dödats vid protester i Oromia och Amhara. En del etiopier har flytt till grannlandet Djibouti men nu har Amnesty fått trovärdiga rapporter om att hundratals asylsökande och flyktingar från Etiopien samlats ihop och satts i förvar i syfte att skicka tillbaka dem till Etiopien. Summariska deportationer ska redan äga rum dagligen.
Amnesty varnar för att flyktingar riskerar tortyr och misshandel om de skickas till Etiopien.

Dear Sir,

Allow me to express my concern at reports that Djiboutian police have been rounding up and detaining Amhara and Oromo Ethiopian refugees with the aim of deporting them back to Ethiopia. The asylum seekers and refugees face a real risk of torture and other forms of ill-treatment upon their return, and therefore I call on the Djiboutian authorities to immediately cease all deportations of Ethiopian asylum seekers and refugees.

The deportations violate their rights to non-refoulment but also their their procedural rights to oppose the deportations on human rights ground.

I also call on the authorities to release detained asylum seekers and refugees, and respect, protect and fulfil their rights as asylum seekers and refugees, in particular the right to non-refoulement.

Jag vill uttrycka min oro över att polisen i Djibouti har samlat ihop och satt flyktingar från Etiopien i förvar. Dessa flyktingar, Amharas och Oromos, riskerar nu allvarlig risk för tortyr och andra former av misshandel om de skickas tillbaka till Etiopien. Jag vill därför uppmana myndigheterna i Djibouti att omedelbart upphöra med alla deportationer av etiopiska asylsökande och flyktingar.

Deportationerna strider mot principen om ”non-refoulment” men också personernas rätt att med hänvisning till mänskliga rättigheter bestrida deportationerna.
Jag uppmanar vidare myndigheterna frige asylsökande och flyktingar från förvar och respektera, skydda och uppfylla dessa personers rättigheter som asylsökande och flyktingar, speciellt då rätten till non-refoulment.
